Vietnam has 5 agricultural and food products subject to EU control when exported to this market including bell peppers, instant noodles, durian, okra and dragon fruit.
Mr. Ngo Xuan Nam, Deputy Director of the Notification Office and National Inquiry Point on Sanitary Epidemiology and Animal and Plant Quarantine in Vietnam (SPS Vietnam), said that the Vietnam SPS Office has received from the Secretariat signed the WTO on the European Union’s (EU) announcement on the temporary strengthening of official controls and emergency measures governing the entry of certain goods from certain third countries into the EU.
Regarding this announcement, Vietnam has 5 agricultural and food products that are subject to EU control when exported to this market.
In particular, in Appendix 1, for items subject to border inspection frequency include: Bell peppers with border inspection frequency of 50%; Instant noodles have a 20% border inspection frequency. These two items will also be regulated in 2023. In 2024, this notice will remain the same under the old regulations.
In this Appendix 1, durian products are added with an inspection frequency of 10%.
With Appendix 2, for agricultural and food products, in addition to being subject to the frequency of border inspection, a certificate of sampling and sample analysis results must be added according to EU regulations. Vietnam has 2 aspects. The products are okra and dragon fruit with 50% and 20% respectively. These two items are also included in the announcement for the last 6 months of 2023.
Thus, compared to the announcement of the last 6 months of 2023, we have 4 products including okra, instant noodles, bell peppers, and dragon fruit that still maintain the same inspection frequency as the previous period. Only durian products require an additional inspection frequency of 10%.
According to statistical data of the Vietnam SPS Office, in the last six months of 2023, Vietnam only had three shipments of durian that violated EU regulations. Therefore, the EU has put this item under control.
According to Mr. Ngo Xuan Nam, the fact that durian will be subject to a 10% inspection frequency will not have much impact on exports. Because in agricultural trade, it is normal to be controlled at the border for agricultural products.
This is similar to other markets, they also provide regulations for control at the border, control at the border gate or control when goods circulate in the importing country’s market.
