In the first days of 2025, agricultural product exports through border gates in Lang Son, Lao Cai, and Quang Ninh provinces were vibrant and favorable. The main export items were dragon fruit, watermelon, durian, jackfruit, banana, rambutan, mango, cassava, etc.

This is also the time to prepare for the Lunar New Year of At Ty with a large volume of goods in circulation, so the functional sectors at the border gates are actively working with businesses to quickly and smoothly resolve procedures to serve the customs clearance of goods.

Flexible regulation of agricultural export products

Deputy Head of the Dong Dang-Lang Son Border Gate Management Board Hoang Khanh Duy said: In the first days of 2025, the average number of border gates carrying out customs clearance of goods reached more than 1,300 vehicles/day (peaking at some days, it reached more than 1,500 vehicles), equivalent to about 25,000-30,000 tons of goods/day, mainly agricultural export products. These goods are mainly cleared through the specialized freight transport route Tan Thanh, Van Lang (Vietnam) – Po Chai, Guangxi (China).

To facilitate customs clearance activities and meet the needs of businesses, the Management Board of Dong Dang-Lang Son Border Gate Economic Zone regularly exchanges and organizes talks with the Management Board of Pingxiang General Tax-Free Zone, Guangxi (China) to discuss the situation of customs clearance of goods through the Huu Nghi International Border Gate (Vietnam) – Huu Nghi Quan (China) and customs clearance routes and dedicated roads. In addition, discuss solutions to promote customs clearance of goods at the end of the year such as: Optimizing inspection and quarantine procedures; increasing working hours during peak times; flexibly regulating import and export goods of the two sides, especially fruits and agricultural products.

On the Tan Thanh-Po Chai dedicated freight road (marker area 1088/2-1089), on January 6 alone, the total number of vehicles transporting import and export goods cleared through customs was 417 vehicles, mainly fruits such as jackfruit, watermelon, durian… In the coming time, the two sides will continue to pay attention to and strengthen coordination of functional forces at Huu Nghi International Border Gate and Huu Nghi Quan, the Tan Thanh-Po Chai dedicated freight road (marker area 1088/2-1089) to review and further optimize the inspection and control process to improve the customs clearance efficiency for Vietnam’s export goods to about 450-500 vehicles/day. At the same time, agree on solutions to improve customs clearance capacity, to avoid cargo congestion, especially during the peak season near the Lunar New Year.

Meanwhile, according to Lao Cai International Border Gate Customs Branch, the volume of goods exported and imported through Kim Thanh International Road Border Gate No. II in the first days of 2025 took place smoothly and quickly. To support businesses participating in import and export, the Lao Cai Provincial Economic Zone Management Board has directed functional forces working at the border gate to be on duty with enough staff according to regulations, complete procedures as quickly as possible, and ensure the circulation of goods. In Quang Ninh province, import and export activities at border gates and openings in Mong Cai city have also been maintained as normal, ensuring the circulation of goods.

Promoting trade of goods through border gates

Deputy Director of Lang Son Provincial Customs Department Nguyen Anh Tai said: The total import-export turnover of all types of goods through the province’s border gates in 2024 will reach 66.4 billion USD, an increase of 27.6% compared to 2023. The import-export turnover through the province’s border gates accounts for nearly 1/3 of the total import-export turnover between Vietnam and China. This is the highest import-export turnover through Lang Son ever. Not only Lang Son province, but according to the Ministry of Industry and Trade, the scale of goods exchange through all border gates along the entire land border has grown strongly, reaching high economic value, contributing significantly to the growth of bilateral trade, socio-economic development of border provinces and especially helping to improve the material and spiritual life of people in border areas.

In the current period, agricultural products exchanged across the border are increasingly abundant and diverse, such as rubber and rubber products, cassava chips and cassava starch, paddy, rice, sugar, fresh fruits of all kinds, seafood, peeled wood, etc.; the number of enterprises and traders doing border trade is also growing stronger. Therefore, it is necessary to improve infrastructure; improve the capacity of customs clearance at border gates on the basis of reviewing, researching, and proposing breakthrough incentive mechanisms and policies that are attractive enough to attract investment capital for infrastructure in border economic zones for production, processing, and trade activities in border areas; There is a policy to attract investment to build a large-scale, modern logistics center with full functions such as: Transportation, warehousing, customs agency, legal consultancy, testing, quarantine… in the direction of quality, civilization, modernity, to save time and costs for businesses and traders participating in import and export activities through the area.

According to Ms. Nguyen Thi Mai Linh – Head of Trade Facilitation Department (Import-Export Department, Ministry of Industry and Trade), provinces need to strengthen trade promotion on digital platforms to help businesses and localities exploit information on border gates, import and export of goods; continuously update and grasp the needs and tastes of the Chinese market and potential foreign markets, thereby orienting production activities and diversifying export products.

Have plans to support and promote businesses to quickly and strongly shift their export activities to official channels; strengthen training to improve qualifications, professional capacity, and skills and update new knowledge, new regulations in the field of import and export, border trade for functional forces, management staff and businesses of the two countries.

At the same time, continue to expand the pilot implementation of the “Digital Border Gate” platform to comprehensively and comprehensively manage import and export activities along the entire northern border; Synchronize management, inspection and monitoring between data flow and physical flow of vehicles and goods, thereby having appropriate plans to regulate goods, avoiding congestion at border gates.
