 HOLD THE CHINA MARKET ROUND

China issued Order 248 on “Regulations on the management of registration of foreign food production enterprises”, and Order 249 on “Measures to manage import and export food safety”. These two orders take effect from January 1, 2022.

Accordingly, China continues to tighten conditions for importing agricultural products and many measures to manage imported food safety, along with strict enforcement of import regulations. With tight technical barriers, vegetables and fruits, which are agricultural products that cannot be preserved for a long time, are considered to be increasingly difficult to export to China.

Since 2019, China has always accounted for more than 70% of Vietnam’s export fruit and vegetable market share. In recent years, the Chinese market has gradually decreased in the structure of the export fruit and vegetable market, but this is still the largest market of Vietnam’s fruit and vegetable industry, accounting for 53.7% of the market share in 2021. equivalent to more than 1.9 billion USD in value.

According to the Vietnam Fruit and Vegetable Association, although the proportion of China’s fruit and vegetable imports from Vietnam has decreased, this is still a very potential market for Vietnam’s fruit and vegetable products.

Many markets supplying vegetables and fruits such as Thailand, Myanmar, India, the United States … are promoting exports to this market, so Vietnam’s fruit and vegetable products are increasingly competitive. Besides, many Chinese fruit and vegetable products are similar to those of Vietnam, so China has introduced many policies to protect domestic products.

Mr. Nguyen Thanh Binh, Chairman of the Vietnam Fruit and Vegetable Association, emphasized that China is still the traditional market of the industry. Therefore, businesses need to pay more attention to this market to avoid losing market share to Thailand, Laos, Cambodia, Malaysia, etc. .

At the same time, it is necessary to promote official exports, improve their capacity to meet new regulations on importing agricultural products and food.

The situation of fruit exports to China being congested and blocked at the border gate, which has happened regularly for many years, will be more serious in January 2022 than in previous years.

Pointing out the cause of the congestion of agricultural products at the border gate that has been going on for many years and has not been resolved, experts said that because Vietnam and China have not signed an Agreement on Export of Agricultural Products, so now 100% of fruit and vegetable goods from Vietnam to China have to wait for the Chinese customs agency to check, affecting the clearance progress.

To put an end to this situation, experts recommend: The Ministry of Agriculture and Rural Development should soon sign a Protocol with the Chinese side on plant quarantine for fruits to ease the inspection procedures. inspection and control at border gates.

In addition, the Ministry of Agriculture and Rural Development should soon discuss with Chinese authorities to agree on methods of disinfection, testing and plant quarantine.

For localities, it is necessary to strengthen recommendations and guide the production areas of manufactured goods according to market demand, ensuring to meet the regulations and standards of the import market from production, harvesting, preliminary processing. processing, packaging and transportation.

VIETNAM VEGETABLES STRONGER DAY

According to the Ministry of Agriculture and Rural Development, the export turnover of vegetables and fruits in January 2022 reached 301 million USD, increased sharply by 16% compared to January 2022.

In 2021, the export value of vegetables and fruits to the European and American markets will have high growth rates, of which exports to Europe will reach 303 million USD, up 17.4% compared to 2020; to the Americas reached 271 million USD, up 29.1% compared to 2020.

Despite the impact of the Covid-19 epidemic, in 2021, the structure of Vietnam’s export fruit and vegetable products has had a positive shift.

Specifically, while the category of fruit and nut products decreased in export proportion, the category of processed products increased. The export value of processed fruit and vegetable products in 2021 accounts for 25.3% of the total export value of vegetables and fruits, up 1.5% compared to 2020.

The Covid-19 epidemic is not expected to negatively affect the global processed vegetable, fruit and vegetable production industry. In contrast, the supply of processed fruits and vegetables increased as exports of fresh or frozen products decreased, forcing producers to shift to processing. Meanwhile, price, shelf life and innovation are the main drivers driving the increase in consumption of processed fruits and vegetables.

Despite many difficulties in 2021, the fruit and vegetable industry achieved an export value of $3,551 billion, up 8.6% compared to 2020 showing great efforts of the whole industry. At the beginning of this 2022, right before the Tet holiday, many agricultural vehicles at the border gate with China were cleared earlier than expected, showing a bright light, helping the fruit and vegetable industry to be confident with an export target of 4 billion USD. in this year.
