China, a potential market for Vietnamese agricultural products, is applying increasingly tight regulations, forcing businesses to change production methods in a safe direction.
China is a potential market for agricultural products.
The Hanoi Department of Industry and Trade has just sent information to businesses that recently, the Chinese Government has issued a number of new regulations, stricter control of imported agricultural products.
Specifically, the Chinese government is increasingly tightening regulations governing the import of goods and advocates for conducting high-quality trade. At the same time, constantly improve the management mechanisms and policies on quality standards, testing and quarantine, food safety and hygiene, traceability, registration of import and export enterprises, inspection of growing areas, factories… for goods in general and imported goods in particular.
Meanwhile, Vietnamese production households and enterprises have not had time to change and adapt to the new adjustments of China, the quality is not uniform, the post-harvest preservation work is still inadequate, leading to unsatisfactory results. meet China’s regulations on export conditions, food hygiene and safety.
Therefore, enterprises in the industry are required to change production methods in the direction of safety, have specific standards, manage farming processes, and meet traceability requirements to be able to push strong exports to the Chinese market in the near future.
The Department of Industry and Trade recommends that Hanoi businesses that want to export food products to this market must register with the General Department of Customs of this country to receive a code, and then be allowed to export.
Each enterprise code must fully declare all relevant information for each group of businesses, product groups and production types (according to Document No. 101/SPS-BNNPTNT dated April 19, 2022) of SPS Vietnam Office – Ministry of Agriculture & Rural Development).
In order to ensure the technical requirements, the General Administration of Customs of China has issued Order 248 and Order 249 on “Regulations on registration and management of imported food manufacturing enterprises” and “Safety management measures”. import and export food products” into the Chinese market.
“Therefore, it is recommended that businesses study the contents of the above two orders to comply with regulations and ensure the efficiency of agricultural exports to the Chinese market,” noted the Hanoi Department of Industry and Trade.
The registration of export to China is done as follows: For exported food products of 18 categories, registration must be done through the competent authority. Follow the list accompanying this document for assistance.
For product groups that do not have to be registered through Vietnamese authorities, it is recommended that businesses register directly or authorize an agent to register at the online link on the website: https://singlewindow.cn Article 9 Order 248.
In addition, the Ministry of Industry and Trade said that cross-border export has made certain contributions to the import and export of goods between Vietnam and China, but this form has also revealed many weaknesses.
Specifically, directly affecting the export activities of goods between the two countries, especially for agricultural products, or congestion of goods, delay in customs clearance when there is a change in policies at the border gate area; exporting enterprises through the secondary border gate, the opening lacks a long-term development strategy, and has limited professional expertise; the road border gate infrastructure has not been upgraded in a timely manner according to the needs and scale of bilateral trade; Production organization, product quality and packaging are not guaranteed, do not meet the regulations of the import market…
Therefore, it is necessary to promote cross-border production and export activities to the official form to create a driving force to improve the quality of goods.
At the same time, official export fully meets the requirements and technical standards not only of the Chinese market but also of other markets in the world, contributing to diversifying markets and ensuring export activities. Sustainable agricultural products…
